County planning board backs permits for 2 businesses

The Cortland County Planning Board endorsed two permit applications Wednesday, one for a drive-thru window on a gas station/convenience store in Virgil and the other for construction of an office building and warehouse for a construction business inCortlandville.
Board members Keith Van Gorder, Danny Ross and Jim Denkenberger were absent.
The projects were forwarded for approval by the respective towns.
The owner of Virgil Country Store applied to install a drive-thru pickup window on the new store, located on the southeast corner of Route 13 and Webb Road. Vehicles could get access to the drive thru window from both Route 13 and Webb Road.
The board voted 7-1, with board member Craig Umbehauer abstaining.
Two concerns of the window include the flow of traffic from when vehicles enter and exit the property and the amount of space available for vehicles to maneuver safely.
Dan Dineen, director of the planning department, said this morning two recommendations were added during the meeting for the addition of drive thru. One was for the applicant to get an independent firm to conduct a traffic impact study with a queue analysis, which would study the how many cars would be in the line of the drive thru and the potential impacts on the surrounding roads. The other recommendation included a statement that there would be no further expansion of the building due to unavailable space.
Other recommendations include providing a plan to the town to show how vehicles would move in and out ofparking spaces, making signs and marking to inform drivers so traffic can flow safety, and making sure any speaker system is located at least 50 feet from any property line adjoining thebusiness.
The board voted 8-0 to recommend approval of a plan by Hamilton Building Services, a Cortlandville construction business, to build an office building and a building materials warehouse on the west side of Luker Road approximately halfway between McLean Road and Route 281.
Surrounding land uses include Kristin Clark-Lowell Dental Office, Fastenal Industrial Vending and Cortland Self Storage.
The business wants to use an individual private well and be connected to the public sewer system, both actions require permits from the county Health Department.
The board recommended that Hamilton Building Services obtaining a permit and approval from the town highway superintendent for the proposed new driveway entrances on Luker Road,. The firm also needs the required permits from the Health Department. The county Soil and Water Conservation District must approve Hamilton’s stormwater pollution prevention plan, the planning board determined.
